Why fourteen clubs

The limit was imposed in 1938. Before that a player could carry as many as a caddie could physically manage, and the better-funded were turning up with twenty-five or more — a club for every conceivable distance, which reduced the game to selecting the right tool rather than shaping a shot.

The R&A and the USGA capped it at fourteen to restore the skill of improvising. The number itself was arbitrary, chosen roughly as what a good player was carrying anyway.
